Because “hard drinks” contain alcohol. Like “Mike’s Hard Lemonade” etc. Soft drinks are alcohol free.

You shouldn’t specify “janitors” since everyone is being asked to pay. Otherwise they will believe they are the only persons being asked to pay. Also, you should include a note in English too.

This says:
“The sodas are not free; each one costs 25 cents”
